Nevada does not split slot returns by casino. Any answer you would get is an opinionated guess. Your friend should be thankful for being in a very loose slot area in Reno. Penny slots/video poker return 92%+, nickel slots/video poker return 95%, that's loose to me!

Well, GSR says 'loosest Buffalo paytable settings', but then again, Baldini's advertises the same thing...
For 'penny slots' that's probably still significant though. But unfortunately it's still likely < 95% since I found that an article that stated: 'The online version of Buffalo is expected to have an RTP (return to player of 94.85%), which is higher than you will find in any land based casino.' I likely believe that statement to be true. Any 'penny slot' > 95% RTP is unheard of in land-based casinos.

The video slots we design have a maximum payback less than 95%. Most of our customers set them between 86% and 88%.
This is why casinos go broke. If they set returns higher, people would play them more, and once they are addicted (which is actually pretty easy) they just play till their money is gone anyway. If they are too tight, people become bored with them rather than have enough fun to play until the money is gone. Of course a few would walk away winners, but that is part of developing addicts. Letting them win sometimes is the best way to get them to come back for more. Tight slots is a short-sighted strategy for the casino. Looser ones would be far more profitable in the long run.
