Nevada does not split slot returns by casino. Any answer you would get is an opinionated guess. Your friend should be thankful for being in a very loose slot area in Reno. Penny slots/video poker return 92%+, nickel slots/video poker return 95%, that's loose to me!

But unfortunately it's still likely < 95% since I found that an article that stated: 'The online version of Buffalo is expected to have an RTP (return to player of 94.85%), which is higher than you will find in any land based casino.' I likely believe that statement to be true. Any 'penny slot' > 95% RTP is unheard of in land-based casinos.
